XICOR X2864 has a standard pinout.
Try reading it as Intel 2764 by disabling the ID check.
If there are no changes, then you have a faulty/fake chip.

Thank you for your reply. I followed you but it still didn't work. I checked the IC with TL866II and it still works fine.
