         Ensure that latest version of Xgpro is in use .

As i cant test this IC , do not have a sample ....
It seem, without any special order, you may have a faulty IC, a software bug, other hardware failure.
Hopefully ADMIN will help further with another tip, or correcting the problem :-(

I don't understand your answer. I tried every 28C64 in the library - none work. You list the KM28C64 ...

    As an user....  Sometimes, when order new ICs, they are not new, some are sold defect, or are relabeled to look other reference.
The main result, most of times, if they are indeed close specifications, it is a different IDs problem that can be
easily ignored removing CHECK ID, but sometimes is something else.
What Admin ask you, if i understand well ( due to errors ) is if you have the opportunity to test with other
xx2864xx ICs , not the KM28C64A you have? ( i understand that you test four ICs with that reference, all gave same
error in result)
Are your ICs new? Recently ordered, or part of an old stock?
Have you an older programmer, to also test  there those KM28C64A you have?  ( as the ICs are a bit old)

I am sure, if there is a bug in the app for this IC, Admin will fix it soon for you, if time and patience is available, hopefully
