for programing this windbond w27c512p i use SST27SF512 plcc32, it's a software bug ?

you may be use a wrong adpter?
PLCC32 to DIP28  adapter select 27C512  @DIP28  (this is 28 pins chip)
PLCC32 to DIP32  adapter select 27C512  @PLCC32
