GAL22V10D PLCC28 -> DIP24 - unable to program, chip destroyed.

I am trying to program a GAL22V10 PLCC28 using a PLCC28->DIP24 adapter.

I can read / Blank the chip, but it fails when you program it. it also destroys the chip in the process.
I tested different combinations without success, burning thru 9 chips.
