I've tested my adapter one pin to pin, and any resistance between pins, using PDF GAL22V10 Data Sheet (mit.edu) and seems to be ok. My adapter is the one here Plcc28 dip24 adaptador conversor ic soquete para tl866a tl866cs tl866ii plus ou outros programadores universais|Calculadoras| - AliExpress , but not one IC like yours to be tested. If programming error, or else, ADMIN will tell you.
