1. 27C010 is not DIP28!  only 32PIns IC

address 800   error ------> A11 pin is bad  of your adapter

2. It should  your PLCC32 adapter is bad.
   PLCC32  shuld to DIP32  , not to DIP28

3, I tested TL866II and T48, all is normal!
