Some SIM cards need a password to read the information on the chip.
please leave access if the user has the password...

If you want to read the cards there are several much cheaper ways to do it (except for stuff like Ki which is unreadable by design); and there is free software to do that.
If you want to write the cards you still need the ADM password from manufacturer of that card; and there is free software to do that as well.
Or you imply that Verizon uses some non-standard implementation in its SIM cards?
