Both chips fail, random errors in programming, they are good EPROMs. Logs attached.

I'm just going to return it, it doesn't work for 8k EEPROMS.

select IC: AT28C64, not AT28C64E.
they have diffrent page size when programming.
error on adaddress: 0x00080 and 0x00040

I have tested the AT28C64B and there is no problem. I will find several chips to try。
