2716 does not work

Hi,

I've got several Apple II+ ROMs that should be READ-compatible with 2716. But the TL866II-Plus cannot read any. I always get FF.
Different sources tell they are 9416 or 2316. Does not really matter as they are OTP. I just want to read them to check if they are OK.

Also I got a UV-erasable NEC D2716D which cannot be read. Did not try write.

any idea why this does not work?
